Jorge Quiroga is a conservative Bolivian former president. He served as vice-president before briefly holding the presidency in 2001 after his boss stood down. He is 65.
The October 2025 run-off was Mr Quiroga's fourth attempt to get elected president. He described the reign of the Movement to Socialism (MAS) as "20 lost years" and promised radical change. His support was strongest in the agri-business hub of Santa Cruz, Bolivia's most populous and economically dynamic department, which has long opposed the MAS. He said he would go straight to the IMF to ask for a loan. He lost to Rodrigo Paz, who won 55% of the vote.
The optimist thinks that this is the best of all possible worlds, and the pessimist knows it.
