Mir Hossein Moussavi is a former prime minister of Iran whom Ali Khamenei kept under house arrest for 15 years. He has publicly said he no longer thinks a system that gives the final say to a supreme leader is in Iran's interests. In July 2025 he released a petition calling for a new constitution, signed by hundreds of intellectuals.
During the January 2026 crackdown Moussavi called for Khamenei and his henchmen to step down, but opposition satellite channels based abroad ignored the call. Monarchist hecklers denounce anyone seeking reform or democracy: "They don't want anyone but Pahlavi. They don't let us speak."
Dissident voices have proposed a "From Pahlavi to Mousavi" coalition, pairing Reza Pahlavi with Moussavi to unite the opposition. Moussavi's presence would reassure military and security personnel that the goal is orderly change; Pahlavi's involvement would signal to the international community that Iran's regional adventurism and nuclear ambitions would not return.
