Former president of the Philippines (2016-22), father of Sara Duterte. He was elected mayor of Davao eight times before winning the presidency. As president he limited the Philippines' military co-operation with America and cosied up to China. He presided over a brutal drug war in which thousands died, including extrajudicial killings overseen by his police chief Ronald "Bato" dela Rosa. The International Criminal Court has indicted him for crimes against humanity—specifically charges of murder, torture and rape—and he is awaiting trial in The Hague. He is the ICC's only big fish currently on trial.
