For over a month Democrats have refused to fund DHS unless the bill includes new restrictions on ICE officers. Many of the department's staff are deemed essential and therefore required to keep working without pay, causing hardship and resentment. One option under consideration is a deal to fund most of DHS but not ICE's removal operations; Republicans would then try to pass a separate ICE funding bill using a procedure requiring only a simple majority. That measure would also contain elements of the SAVE America Act, which would require Americans to provide proof of citizenship to register to vote and a photo ID when casting a ballot.
